"What work does the floor, body, frame and tires need? Does it need complete replacement? Will the tires hold air? is it legal to tow on the road? "

You can see in the pics the damage to the body, it is not 100% weather tight. It can presumably get wet in between the wall and body. The floor needs to be replaced, tires are very dry rotted, frame is very rusty with some minor rot. I would not know the legality of towing it as is, as trailers do not require inspection stickers. Hope that helps. 👍
