"Why do you have to be a salvage dealer to bid on this? How is the backhoe any different than the bobcat mowers you have on here that dont require a dealer to bid? The Office of Fleet Management has requested from The Procurement Department. to restrict the sale of any item which has received a title from the Pennsylvania Department of Transportation to Licensed Salvors or Licensed Auto Dealers only.

Most backhoes owned by the City of Philadelphia come with a title issues from PennDOT. The Office of Fleet Management's policy is to only sell titled vehicles/equipment to only licensed dealer/salvors. They are the only ones who would be able to change the policy.

Not every municipality request titles for their backhoes. In most cases the City of Philadelphia does get a title for their backhoes. As stated numerous times, the policy to only sell to licensed dealer or salvors is an Office of Fleet Management policy. We do not have the ability to change this policy, only Fleet Management does.
